If Koe No Katachi is about change for the better, then Ueno makes at least more progress than Kawai who sees no problem and remains a narcissist. She knows the problem, but she struggles to move forward, because of herself. I think the one thing I find at least semi redeemable (after reading the manga) is that she does try to improve things, but has the tact of a bull in a China shop and keeps failing. I go with interpretation 1 given this might be her trying to at least try to reach a more amicable relationship in her own floundering manner and they do end up working together in the manga with Shouko as a hairdresser and Ueno as a designer for Sahara. Course, the other interpretation is your interpretation which is also a possibility. Her signing "idiot" or "moron" could be seen as her actually attempting to take measures to talk with Shouko albeit in her usual abrasive manner which is indeed an improvement in her actually trying to communicate with her rather than just shouting at her, expecting comprehension. She has an abrasive personality to begin with so her calling someone an idiot is in line with that her personality. We don't know for sure, but it could be taken either way.
